This measure would forbid early release of individuals convicted of violent offenses unless they meet specified criteria and a review panel unanimously approves; disqualify certain offenders; and add requirements for resentencing or release.

Ballot Measure Summary
This measure would require individuals convicted of violent offenses to satisfy specific criteria to be eligible for early release and would disqualify certain violent offenders. It would establish a sentencing review panel and require unanimous approval for early release of certain offenders. It would require notification to the victim’s family before an offender’s resentencing or early release and would provide that any statement by the family be given binding weight unless rebutted with specific evidence.

This measure would add judges and judicial officers to the list of individuals required to report credible allegations of child abuse or neglect to the Department of Children, Youth, and Families or law enforcement. Judges and judicial officers would be required to report, within 48 hours, any credible allegations received or witnessed while presiding over judicial proceedings. Knowing failures to report would result in referral to the Commission on Judicial Conduct and potential criminal liability.

This measure would repeal most of a recent state law that listed certain public-school student rights relating to student safety and discrimination, changed parental notification requirements, and required a complaint investigation process for school districts. This measure would have the effect of reinstating Initiative 2081, which listed certain rights of parents and guardians of public-school children, including rights to review instructional materials, inspect health records, receive certain notifications, and opt out of certain activities.
