This measure would prohibit unspecified local taxes on personal income and repeal state legislation imposing a tax on annual income over $1,000,000 and reducing certain other taxes, if the legislation is found constitutional.
Ballot Measure Summary
This measure would prohibit state, county, and city taxes on an individual’s personal income; set forth state taxes that are prohibited; define income as “property and means and includes everything, whether tangible or intangible, subject to ownership”; and repeal Engrossed Substitute Senate Bill 6346 if a court upholds the law. Engrossed Substitute Senate Bill 6346 imposes a 9.9% tax on annual income over $1,000,000 and adopts or expands certain other tax credits, deductions, and exemptions.
